National Commission on the BP oil spill criticizes U.S. government initial estimates.

A panel of the National Commission on the BP Deepwater Horizon oil spill has issued an initial report criticizing the government for making low initial estimates of the volume of oil spilled in the golf.
Why are we still putting in office people who in the face of challenges cannot get it right the first time?
