Army will let any member contribute in writing doctrine.

Taking a page from Wikipedia, the U.S. Army has started a three months pilot program encouraging its members regardless of ranking, to go online and freely contribute any idea to any of seven field manuals that give instructions on all aspects of Army life.
Is the military quietly moving from "don't ask, don't tell" to "Please, tell" ?
