Ohio woman guilty of stealing hay from City police horses.

A woman working as a hostler for the City of Cincinnati Ohio has been convicted of stealing 15 bales of hay , a bag of oats and five bags of shavings from the City that were meant for the Police Department's mounted patrol unit. The total value of the heist was estimated at just over $130.
Are things that bad in Cincinnati?
